COVID-19 Business Support Grants from 2nd December 2020
There are three tier-related grant schemes available for certain open or closed businesses in areas where Tier 2, Tier 4 and National lockdown restrictions are in place. These are:
- Local Restrictions Support Grant for open businesses
- Local Restrictions Support Grant for closed businesses
- Christmas Support Payment for wet-led pubs
- Lockdown Lump Sum Payment
These grants are for specific business sectors depending on the restrictions in place. The full list of COVID-19 grants currently operating and the sectors/dates they are applicable for can be viewed here.
These grants for 2nd December onwards will be paid to the businesses that have been awarded the Local Restrictions Support Grants for the previous lockdown period and we are paying these grants for the period ending 15th February 2021 as a single amount. Just to clarify – payments will commence from the 11th January 2021 and will be a single lump sum of the grants your business is entitled to for the period 2nd December 2020 to 15th February 2021; the grant amounts can be viewed here.

Local Restrictions Support Grant for open businesses
This grant is for rate-paying businesses which are severely impacted by the Tier 2 Restrictions but not required to close. This scheme will focus on supporting leisure, hospitality and accommodation businesses within the rating system, in line with Government guidance; exact eligibility criteria will be determined in our policy.
Local Restrictions Support Grant for closed businesses
This grant is for rate-paying businesses which are legally required to close under Tier 2 Restrictions, Tier 4 Restrictions and National Lockdown Restrictions.
Christmas Support Payment for wet-led pubs
The Christmas Support Payment for wet-led pubs is a one off £1,000 payment which is available in addition to grant funding available through the Local Restrictions Support Grant. Wet-led pubs are defined as those who derive under 50% of their income from food sales. These businesses can be either open or closed under the current restrictions but must be active businesses.
The definition of a pub excludes restaurants, cafes, nightclubs, hotels, snack bars, guesthouses, boarding houses, sporting venues, music venues, festival sites, theatres, museums, exhibition halls, cinemas, concert halls and casinos. This list is not exhaustive and the Council will determine eligibility for cases which are unclear.
The Council will email those businesses that may be eligible for this grant to request a brief eligibility declaration to be completed.
COVID-19 Business Support Grants prior to 2nd December 2020
The Local Restrictions Support Grant (LRSG) is payable to local business based on the level of restrictions placed on Barrow Borough Council as part of the COVID-19 pandemic.
The criteria and amounts will vary based on the level of restrictions but also based on the size of the business and whether or not you were mandated to close.
The business categories eligible to apply for these grants are listed here for you to check: National Restrictions . The Scheme for businesses mandated to close for lockdown includes ratepayers that fall into the closed guidelines within the National Restrictions. The Scheme for specific business types trading during Tier 2 includes ratepayers that fall into the hospitality, leisure and accommodation categories.
Local Restrictions Support Grant - for specific business types trading during Tier 2
Barrow Borough Council was placed in Local COVID Alert Level High (Tier 2) on the 17 October 2020. This lasted for 19 days before the national lockdown.
This financial support will apply to those businesses within the leisure, hospitality and accommodation sectors where Business Rates apply.

Local Restrictions Support Grant - for businesses mandated to close for lockdown
This support package is for businesses who were mandated to close as part of the national lockdown. The national lockdown is for the fixed 28 day period from 5 November 2020 until 2 December 2020.
When the national lockdown is lifted this financial support will cease and financial support will return to the eligibility and rates as determined by the Local COVID Alert Level which applies to the borough at that time.
