Local Restrictions Support Grant

The grant schemes covering the period 17th October 2020 to 15th February 2021 will close to applications at midnight on the 31st March 2021.

The following questions are designed to assist you in determining which business support grants you should apply.  These are split between the first period the Borough was in Tier 2, the national lockdown and the second period in Tier 2.


Tier 2: 17th October to 4th November 2020

Were you open and providing a mainly in person service until 4th November 2020?

National lockdown: 5th November to 1st December 2020

Were you open and providing a mainly in person service until 4th November 2020?

The Local Restrictions Support Grant for those businesses mandated to close during the 16th February to 31st March 2021 period in national lockdown is still open for first-time applicants – repeat payments have been issued to existing eligible applicants.

This scheme is for rate-paying non-essential retail; hospitality; accommodation; leisure and sports; entertainment venues; personal care; community centres and halls and are listed here for you to check. National Restrictions

Please note this scheme closes on the 31st May 2021.

Grant Funding

Grant funding is provided in the following tiers:

A) £2,096 for hereditaments with a rateable value of exactly £15,000 or under on the date of commencement of the local restrictions.

B) £3,143 for hereditaments with a rateable value over £15,000 and less than £51,000 on the date of commencement of the local restrictions.

C) £4,714 for hereditaments with a rateable value of exactly £51,000 or above on the date of commencement of the local restrictions.

Exclusions

This grant will not be paid to the following:

Businesses whose substantive business is a takeaway.

Businesses that are able to continue to trade because they do not depend on providing direct in-person services from premises and can operate their services effectively remotely (e.g. accountants, solicitors).

Businesses that have chosen to close but not been required to will not be eligible for this grant. This includes business premises which were already closed directly before the restrictions were imposed.

Businesses which have already reached the Subsidy Allowance limit (see below).

Businesses which are subject to insolvency or striking off action are not eligible for funding under this scheme.

Further Information

Businesses must confirm that they are eligible for the grant scheme and must confirm that, by accepting payments, recipients are in compliance with Subsidy Allowance rules.

This grant income is taxable and must be included in the tax return of the business.

The Council will not accept deliberate manipulation and fraud.  Any business caught falsifying their records to gain grant money will face prosecution, any funding issued will be recovered, as may any grants paid in error.

The Council will undertake pre-payment checks to combat the risks of fraud and payment error.

Grant recipients may be contacted for research purposes and your data will be shared with the Department for Business, Energy & Industrial Strategy for research and evaluation purposes.

Businesses will be informed of the outcome of their application.  There is no right of appeal.

Grant payments will be published on the Council’s Transparency webpage.

Subsidy Allowance

The Local Restrictions Support Grant counts towards the Subsidy Allowance.

If you proceed to make an application we will ask you to complete a declaration confirming that you will not exceed the relevant Subsidy Allowance threshold.

The new domestic subsidy allowance for the COVID-19 business support grants took effect on 4 March 2021. Applications made prior to that date are subject to the previous State Aid rules.

This scheme is covered by 3 subsidy allowances:

  • Small Amounts of Financial Assistance Allowance – you’re allowed up to £335,000 (subject to exchange rates) over any period of 3 years
  • COVID-19 Business Grant Allowance – you’re allowed up to £1,600,000
  • COVID-19 Business Grant Special Allowance - if you have reached your limits under the Small Amounts of Financial Assistance Allowance and COVID-19 Business Grant Allowance, you may be able to access a further allowance of funding under these scheme rules of up to £9,000,000, provided certain conditions are met

Grants under these 3 allowances can be combined for a potential total allowance of up to £10,935,000 (subject to exchange rates).
