Governance of the Housing Service

Information about our governance structure and how we help tenants to have their say about the decisions we make.

We're committed to ensuring that our tenants and residents have a voice in shaping housing services and play an active part in our decision-making process. 

We work within a governance structure, which is set by the Council. As part of this structure, we must actively engage with residents and tenants. We must also take a strategic overview of the services we provide. This makes it easier for residents and tenants to have their say, and ensures that we take their views into account. 

Tenants' Forum

The Tenants' Forum is the primary platform for tenants and residents to:

  • express their views
  • raise concerns
  • influence housing policies and services

The forum allows tenants to have direct input when we develop and deliver housing services. This ensures that their perspectives are central to our decision-making.

Furness Locality Board 

The Furness Locality Board comprises the area formerly covered by Barrow-in-Furness Borough Council.

The Board is made up of elected councillors. It influences and engages with matters that affect the local area. While it has some decision-making powers and budgets, its role is more about strategic oversight and community leadership.

The Board consider housing issues raised by tenants (through the Tenants' Forum) in the context of its broader community priorities. This ensures that housing matters are aligned with local needs and strategic objectives.

Two councillors from the Furness Locality Board also sit on the Tenants' Forum. One of the councillors is also the lead for housing. Their work provides a direct link between our strategic oversight and engagement with tenants. 

Strategic alignment 

The Furness Locality Board operates within the framework established by the Council and Cabinet. While it may consider housing-related matters, decisions must be consistent with: 

  • the Council's Budget and Policy Framework 
  • any service-specific policies

This ensures that all of our decisions are made in the best interest of the community and align with our overarching priorities.
